Several hundreds of people vanish in Russia every day. The number of those who disappeared without a trace during the recent several years has doubled and reached 120,000 people. Out-of-town visitors, entrepreneurs and lonely proprietors make the largest risk group at this point.

The sad statistics has been recently discussed with the participation of law-enforcement officers, lawyers and law-makers within the scope of a special conference in Moscow. Experts tried to analyze which measures could be taken to stop the unrestrained growth of mysterious disappearances, the Rossiiskaya Gazeta wrote.

The majority of the 120,000 people, who disappeared in Russia in 2007 alone, are men – nearly 59,000. About 38,000 of them are women, whereas teenage and underage children make 23,000 of the total number. Russia has begun to rely increasingly on its nuclear force by developing new land- and sea-based missiles while maintaining the ability to manufacture new warheads, Gates told his audience.

He said China has also expanded the number of missiles and pursued new land, sea and air systems that can deliver nuclear warheads.

"Currently, the United States is the only declared nuclear power that is neither modernizing its nuclear arsenal nor has the capability to produce a new nuclear warhead," Gates said.

US-led aggression in Syria triggers bigger sales of Russian arms

The conflict in Iraq is no longer restricted with its borders. The USA committed an act of aggression against Syria. Spokespeople for the US administration justify their actions with the notorious struggle against terrorism. Washington thus continues to unite Islamic countries against the United States. Following the US-led incursion, Syria decided to expand the list of weapons which the country purchases from Russia.

Nine civilians were killed and 14 injured (including women and children) as a result of the US aggression against Syria, an official statement from Damascus said.

Four US military helicopters conducted the attack. Three Apache choppers opened fire at a building on the territory of Syria. Afterwards, ten US commandoes cleared the object, exterminated every living being there and returned to their base in Iraq...

Chief of the Battle Antimissile Defense Staff of the RF Armed Forces General-Lieutenant Alexander Maslov visits Cuba October 27 through November 3. Maslov goes to Cuba together with the delegation of Russia’s military, said Igor Konashenkov, the aide to the commander of the RF Army.

The visit’s agenda provides for the meetings with Chief of the General Staff of Cuba’s Revolutionary Armed Forces Army General Álvaro López Miera and Chief of the Anti-Aircraft Defense and Revolutionary Air Force General Pedro Mendiondo Gómez, Konashenkov told Interfax.

In Cuba, the official went on, the parties will focus on improving ties of Russia’s and Cuban military. They will exchange experience related to arranging the missile defense for armed forces and to officers’ training. They will also deliberate on potential training of Cuban military in Russia’s antimissle defense colleges and universities and at the upgraded military facilities of Russia’s make.

During the visit, Russia’s officers will take a look at the units of Cuban Anti-Aircraft Defense Forces, their strength and arrangement of combat training. They will render assistance in operating Igla air defense missile systems and P-18 and P-19 radar stations of Russia’s make.

Moscow denies involvement in Israel-Syria tensions
Russia dismissed Friday Israeli accusations that Moscow had stoked this summer's military tensions between Israel and Syria, adding that Moscow's only goal was "to reduce tensions" in the region.



"We have an obvious and typical case of deliberate imaginings. Apparently, someone within or without Israel does not like the good dynamics in the development of Russo-Israeli ties," the Russian foreign ministry said in a statement published Friday.



"The Israeli government knows very well that in our dealings with Syria and Israel we invariably follow the line of reducing tensions in the region, preventing a new conflict and re-launching the peace process," the ministry said.



On Thursday, Amos Gilad, head of Israel's defence ministry's political department, accused Russia of having supported military tensions between Israel and Syria.



Citing anonymous sources, the Maariv tabloid newspaper reported that Russian officials had told the Syrian leadership that Israel was preparing for a war.

MOSCOW, Oct. 27 (Xinhua) -- Russia and China should make all possible efforts to boost bilateral economic cooperation to counter the negative impact of the current global financial crisis on the two economies, a Russian expert said in an interview with Xinhua.

"Closer cooperation between Russia and China will prevent the ongoing financial crisis from inflicting bad influence on the real economy of the two countries," said Andrew Ostrovsky, deputy chief of the Far East Institute of the Russian Academy of Science.

"If the two economies continue to grow at a high speed, bilateral trade will definitely keep increasing," Ostrovsky said, noting that bilateral trade has grown rapidly in recent years.

Meanwhile, Ostrovsky said Russia and China should strengthen cooperation in the field of energy.

"Almost all of Russia's pipelines now extend to the West, but the fastest growing economies are in the Asia-Pacific region, especially China... They all have great demand for energy and Russia should partner with them in this aspect," he said.

In his view, Northeast China, which is an old industrial base, have broad cooperation prospects with the Russian regions of Siberia and Far East.

The Russian expert also suggested the two countries consider using the Chinese yuan or the Russian ruble as a settlement currency in bilateral trade. This is what already has been going on in border trade between the two countries and has proved to be mutually beneficial, he said.

Under current conditions, when the Chinese yuan is rising against the U.S. dollar, the use of the dollar as a settlement currency would cause losses to both sides, he said.

He thus called on the governments and banks of Russia and Chinato enhance cooperation and enact relevant policies as early as possible.

In light of the U.S. led attacks inside Syria on 10-26-08, it is very important to go back and read news stories that reported on the recent news regarding any relations, deals, trade agreements, etc.. between Syria and Russia.

Russia condemns US sanctions move

Russia has reacted with anger to the US state department's decision to impose sanctions on a Russian firm it says was selling military technology to Iran.

The US said on Thursday it had listed 13 global firms as allegedly supplying sensitive technology to Iran, Syria and North Korea, including Russia's Rosoboronexport firm, the nation's largest arms exporter.

"If some people in Washington think that such action could make Russia more complaisant to accept US approaches to settling the Iranian nuclear problem, they are mistaken," Sergey Lavrov, the Russian foreign minister, said at a news conference on Friday.

"These new sanctions were introduced without any international legal foundation whatsoever."

Sanctions were also imposed on firms from China, Sudan and Venezuela.

'Unscrupulous competition'

A spokesman for Rosoboronexport said on Russian television that the US measures were "a case of unscrupulous competition," by the US and that the firm worked in line with all international agreements on arms control, Reuters reported.

Under the sanctions, which usually last two years, no US government agency may enter into any agreement with the organisations specified on the US list.

Lavrov said all of Russia's trade and military co-operation with Iran was carried out "in strict accordance with current international legal norms."

"There can be no other explanation here than the rather arrogant extra-territorial implementation of American laws," he said.

The US has previously imposed similar sanctions against several Russian companies, including Rosoboronexport, in 2006.

Western states say Iran is attempting to develop a nuclear bomb, however Tehran says its nuclear programme is solely for peaceful purposes.

Russia has given limited backing to United Nations sanctions against Iran over its nuclear programme, but says there is no evidence Iran is seeking nuclear weapons.

WASHINGTON, Oct. 25 (Xinhua) -- The United States has slapped financial sanctions on Russia's state arms exporter for its dealings with Iran, a move was described by Russia as something "without international legal foundation," the Washington Post reported Saturday.

Under the U.S. law, any assets of the entities or individuals being sanctioned will be frozen, and no Americans are allowed to do business with them.

The U.S. sanctions were designed to thwart the sales of sensitive technology that could help Iran, the Democratic People's Republic of Korea (DPRK) and Syria develop weapons of mass destruction or missile systems, the Washington Post said.

Russian Foreign Minister Sergei Lavrov on Friday denounced the U.S. sanctions on Russia's Rosodboronexport, and its subsidiaries, as illegal and unjust.

"These new sanctions were introduced without any international legal foundation whatsoever," Lavrov was quoted as reporting in Moscow.

Russia will not change its policies on Iran because of the sanctions, the Russian foreign minister stressed.

MOSCOW - For the first time in post-Soviet Russia, tanks and nuclear missile launchers are to rumble across Red Square on Friday, in a seemingly fearsome parade of military might.

The message to the world, two days after Dmitry Medvedev succeeds Vladimir Putin as president, should be clear: Russia is again a major military power.

"This isn't saber-rattling," Putin insisted Monday. "We are not threatening anyone."

And indeed, for all the investment in the military — an eightfold increase to an annual $40 billion during Putin's eight years in office — experts say it still has a long way to go to restore its Soviet-era might.

"Our armed forces are merely a bad copy of the Soviet army," said retired Gen. Vladimir Dvorkin, a former arms control expert with the Russian Defense Ministry.

The annual Victory Day parade that marks Nazi Germany's defeat may look impressive, but some Russian commentators think much of the military spending has been squandered through corruption, cronyism and mismanagement.

Although in better shape than in the years immediately after the Soviet Union dissolved, the military remains an example of Russia's inability to use its eight-year oil bonanza to overhaul decrepit infrastructure and institutions.

The Soviet Union was bankrupted two decades ago by centralized planning and state dominance of the economy. After the sale of public assets in the 1990s, the state under Putin has expanded its role, and plans to create huge new government-owned military and technological conglomerates.

But the army, the pension system, public health, secondary education and the road system have all eroded on Putin's watch, former government ministers Boris Nemtsov and Vladimir Milov wrote in a recent report, "Putin: The Bottom Line."

The main cause, they charge, is "Russia's dive into an unprecedented mire of corruption" that flows throughout the government.

INDEM, a Moscow-based research foundation, has reported that the volume of corrupt business conducted in Russia rose from $36 billion in 2001 to around $319 billion in 2005, its latest published data.

Rapid-reaction forces 'in bad shape'
The military budget accounts for around 4.6 percent of gross domestic product, according to the Stockholm International Peace Research Institute, roughly on a par with China and the U.S.

But the generals don't let cash reach the grass roots where it's most needed, says security analyst Andrei Soldatov, and this "is leaving Russia's rapid-reaction armed forces in particularly bad shape."

The military's problems may be one reason why Medvedev repeatedly sounds the alarm about corruption, calling it "the gravest disease which has struck our society."

Putin's Kremlin has poured $150 billion into its armed services, yet those services remain saddled with old weaponry and facilities.

As part of an effort to reclaim Russia's previous status as a great military power, Putin has resumed long-range bomber patrols, boasted of developing a new strategic missile and threatened to deploy missiles closer to the heart of Europe.

But only a handful of new combat jets and several dozen tanks have been added in recent years. Soviet submarines still frequently need repair and rarely leave their bases.

A new nuclear sub, the Yury Dolgoruky, cannot be deployed because the Bulava ballistic missile it was supposed to carry has failed tests. When the vessel eventually sails, it will likely only make training cruises, according to a report by the Federation of American Scientists.

"Russia no longer maintains a continuous sea-based deterrent patrol posture like that of the United States, Britain and France, but instead has shifted to a new posture where it occasionally deploys a submarine for training purposes," the report said.

Military service is mandatory, but conditions are brutal and less than 10 percent of males end up in uniform, according to a 2007 study for the Swedish Research Institute of National Defense.

Russia's declining population has also left it with a shrinking pool of draftees. According to population expert Murray Feshbach at the Woodrow Wilson International Center for Scholars in Washington, young men being inducted into the military today are neither as healthy nor as educated as they were in the Soviet times.

Communications still pretty basic
Military communications also lag. The introduction of Russia's answer to America's GPS satellite navigation system was postponed this year due to equipment shortages. Basics like night-vision goggles, portable radios and satellite phones are scarce.

The bottom line is that "the Russian military forces are in a bad state, and the situation is getting worse," said Alexander Khramchikhin, chief analyst at the Institute of Military and Political Analysis.

So Russia increasingly relies on its nuclear missiles for defense. The weaker its army, the quicker it might resort to atomic weapons in a crisis, some analysts fear.

"It's a very destabilizing concept," said Alexander Pikayev, head of military policy research at the Institute for World Economy and International Relations in Moscow.

Russians, meanwhile, worry that with the Soviet-era missile arsenal aging, Moscow will find it harder to maintain nuclear parity with the U.S.

Still, things are better than in the 1990s. Jets and navy ships are no longer idled for lack of fuel. Wage hikes and better training have made troops more combat-ready.

The return of heavy weapons to the annual celebration is "a demonstration of our growing defense capabilities," Putin said in remarks broadcast on state television Monday. "We are able to defend our people, our citizens, our state, our riches — of which there is quite a lot."

But Putin, who is staying on as prime minister, and President-elect Medvedev, face formidable challenges if they want to do more than parade military hardware in Red Square, and turn Russia's armed services into a modern fighting force.

Unlike 10 years ago, Russia today has the means to pursue these goals. All it needs now is the political will. Pikayev said Friday's parade shows it now has that will.

"It demonstrates that Russia has risen from its knees and is prepared to do everything to make its concerns heard," he said.

Russian arms trader links U.S. sanctions to rising weapons sales

24/10/2008 19:37 MOSCOW, October 24 (RIA Novosti) - Russia's state-run arms exporter Rosoboronexport on Friday linked the sanctions imposed by the United States on the company with a growth of Russian arms exports.

"The United States is purposefully trying to use administrative resources to hinder Russia in the implementation of foreign trade and foreign policy activities, in particular, in the sphere of military-technical cooperation with foreign states," Rosoboronexport said.

The company noted that the U.S. State Department announced the sanctions almost immediately after the publication of results showing Russian arms exports grew 23% in the first nine months of 2008. The company said this "did not suit the United States, frustrating its plans."

A Rosoboronexport representative earlier called the sanctions a "manifestation of unethical competition."

The U.S. government announced on Thursday it had imposed economic sanctions on Rosoboronexport and other firms in connection with the alleged proliferation of weapons of mass destruction and sensitive missile technologies to Iran, North Korea and Syria.

Russian Foreign Minister Sergei Lavrov said on Friday that the sanctions contravened international law and would affect ties with Washington, while a Russian MP said they were retaliation for Moscow's completely legitimate military-technical cooperation with Iran.

"The United States introduced these sanctions without any basis in international law. We will take that into account in our relations with the United States," Lavrov said.

Lavrov said that the sanctions would not force Russia to make concessions on Iran's nuclear program.

"If some people in Washington think that this will make Russia more amenable to U.S. approaches with regard to the Iranian nuclear problem, they are wrong," Lavrov said.

"Russia does not violate any international agreement in the sphere of military-technical cooperation because Iran is not a subject to sanctions in this sphere," he said.

Iran recently took delivery of 29 Russian-made Tor-M1 air defense missile systems under a $700-million contract signed in late 2005. Russia has also trained Iranian Tor-M1 specialists, including radar operators and crew commanders.

The sanctions are valid for two years and bar any U.S. aid, contracts or arms sales to the blacklisted entities.

Sanctions were also imposed on firms in Venezuela, China, North and South Korea, the United Arab Emirates, Sudan, and Syria, as well as on the Iranian Islamic Revolutionary Guards.

The order was signed on October 16 and came into effect on Thursday.

In July and December 2006, the United States also imposed sanctions on Rosoboronexport, accusing it of passing on equipment that Iran could use to develop weapons of mass destruction.

In addition, the United States and Israel, which have consistently refused to rule out the possibility of military action against Iran, were alarmed by media reports, which started circulating as early as 2005, on the possible delivery of S-300 surface-to-air missiles to Iran, as these systems could greatly improve Iranian defenses against any air strike on its strategically important sites, including nuclear facilities.

Despite Western demands for a halt in arms sales to Tehran over its refusal to stop uranium enrichment, Rosoboronexport has recently reiterated that it would continue negotiations on the delivery of more air defense systems to help Iran bolster its defense capability.

Russian Foreign Minister Sergei Lavrov said on Friday that U.S. the sanctions against Russia's state-run arms exporter contravened international law and would affect ties with Washington.

Thailand spurns U.S., buys Russian helicopters

23/10/2008 14:43 MOSCOW, October 23 (RIA Novosti) - In a break with tradition, the Thai government has decided to buy several transport helicopters from Russia, a Russian business daily reported on Thursday.

Until now Thailand has only bought arms and military equipment from the United States, but according to Kommersant, Thai Prime Minister Somchai Wongsawat, who is also defense minister, has signed off on a $27.5 million deal to buy three Mi-17 (Hip) transport helicopters.

"It is a civilian modification, but the helicopter is a dual purpose machine," a source in the defense industry was quoted as saying.

The Thai armed forces currently have over 200 U.S.-built helicopters, but almost half of them are more than 20 years old and not operational. In the past year there have been seven accidents involving military helicopters involving casualties.

This is the first time that the Southeast Asian country has let down its military ally, the U.S., and chosen Russia, according to Alexei Kirichenko, an associate professor at the Institute of Asian and African Studies.

"Moscow has repeatedly tried to sell military equipment to Thailand, but all of those deals were invariably blocked, mainly for political reasons," he said.
